Welcome to SFMods, @Stellar Aevum! Mods, also known as ROM hacks, are usually distributed in the form of .ips patches. You'll need an utility such as Lunar IPS to apply one of these patches to a ROM. Here's an in-depth Patching Tutorial at FantasyAnime. Hope it helps!
